The journal has displayed three email addresses on their site: editorial office, managing editor, publishing editor. Which one shall I send my mails to for pre-submission inquiry?
Generally speaking, the Editor-in-chief (EiC) of a journal should be the point of contact for a pre-submission inquiry. In the case of your target journal, since the EiC is not mentioned, the best person to send a pre-submission inquiry to would be the managing editor. Mails directed to the editorial office are usually checked by editorial assistants, and you cannot be sure that they will forward your email to the managing editor. The publishing editor is not involved in the editorial decision-making; his/her role is related to the production stages. Therefore, in my opinion, your pre-submission inquiry should be sent to the managing editor.
